 3. GENERAL INFORMATIONS :- 

A.  The number of vacancies advertised is only approximate and is liable to modification with reference to vacancy position at any time before finalisation of selection for Oral Test. 

B.  The Rule of reservation of appointments applies to the posts by direct recruitment to each of the systems of Siddha, Ayurveda, Unani and Homoeopathy separately as per the rule in force.

 C.  If  no  qualified  and  suitable  female  candidates  are  available  for  selection  against  the vacancies reserved for women, those vacancies will be filled by male candidates belonging to the respective communal categories.

D.  The Physically Handicapped persons should produce before their appointment a certificate of physical fitness from the Medical Board to the effect that his/her handicap will not render him/her incapable of efficiently discharging the duties attached to the post to which he/she has been selected.  For the posts of Assistant Medical Officer (Siddha, Ayurvedha, Unani and Homoeopathy),  only  the  Orthopaedically  Handicapped persons  and  for  the  post  of Professor (Homoeopathy)  all the three categories  of PH persons are eligible for the 3% reservation of vacancies intended for PH persons.

E.  Reservation of appointment to “Destitute Widows” and “Ex-servicemen” will not apply to this recruitment.

 F.  Candidates belonging to Backward Class Muslims (i.e. BCMs) and Scheduled Castes (i.e. SCs) should fill-up Columns 6, 7 and 7(a) of the OMR application form and shade the boxes thereunder.  All the concessions / relaxations / benefits applicable to BC and SC candidates are also applicable to  BCM and  SC (Arunthathiyar on  preferential  basis)  candidates  respectively.                                                                                             The term, “SC (Arunthathiyar on preferential basis)” includes  Adi-Andhra (Sub caste Code-001), Arunthathiyar (Sub caste Code-005),  Chakkiliyan (Sub caste Code-012), Madari (Sub caste Code-037) , Madiga (Sub caste Code-038) Pagadai (Sub caste Code-048) and Thoti (Sub caste Code-067).

G.  The expressions “BC” (i.e. Backward Class) and “SC” (i.e. Scheduled Caste) wherever they occur in the Commission’s ‘Instructions, etc. to candidates’, ‘Information Brochure’, OMR application form and Notification should be read as “BC (Other than BCM) and   BCM” and “SC and SC (Arunthathiyar on preferential basis)”, respectively.

H.  Any claim relating to the selection (not related to candidature or/and claims made in the application) should be received within 90 days from the date of announcement of results. Claims received thereafter will receive no attention.

 

I.     Candidates selected for appointment to the post of Assistant Medical Officer (Siddha) will be required to produce a certificate of physical fitness in the form prescribed for “Executive Posts” and  the  candidates  selected  for  appointment  to the posts  of  Assistant  Medical Officer (Ayurveda, Unani and Homoeopathy) and Professor (Homoeopathy) will be required to produce a certificate of Physical fitness in the form prescribed for Posts “Other than Executive  and  Ministerial”.  The  Standard  of  vision  required  for  the  above  posts  is

‘Standard- III’.  Candidates with defective vision should produce eye fitness certificate from a qualified eye specialist.

 

4. QUALIFICATIONS: -

 

(A)  AGE (as on 01.07.2009):

 

(a) Minimum age limit : (for all the Posts )(for all candidates):

Should have completed 18 years of age.  (i.e. should have been born on or before 01.07.1991)

 

 

(b)  Maximum  Age  Limit  :  (For  the  Posts  of  Assistant  Medical  Officer  (Siddha, Ayurveda, Unani, Homoeopathy) –  Should not have completed 35 years.

 

For the Post of Professor (Homoeopathy) – Should not have completed 45 years.

 

 

(1) No  maximum  age  limit  for  SCs,  SC(Arunthathiyar  on  preferential  basis),  STs, MBCs/DCs, BCs(Other than BCMs),   BCMs and Destitute Widows of all castes.

 

(2) “Others”  [i.e.candidates  not  belonging  to  SCs,  SC(Arunthathiar  on  preferential basis), STs, MBC/DCs, BCs(Other than BCMs) and BCMs], who have put in five years of service in the State/Central  Government are not eligible to apply for the posts of Assistant Medical Officer (Siddha, Ayurveda, Unani, Homoeopathy) eventhough they are within the age limit.

 

(B)  Educational Qualification:

Candidates should possess the following or its equivalent qualification on the date of this

Notification, viz.   29-07-2009.

 

(1) . Assistant Medical Officer (Siddha):

(i)      HPIM (Siddha) or GCIM (Siddha) or M.D. (Siddha) or B.I.M (Siddha) or L.I.M (Siddha) or   a degree in B.S.M.S. awarded by any one of the recognised Universities including Dr. M.G.R.  Medical  University  of  Tamil  Nadu  or  any  other  recognised  Degree  or Diploma in Siddha, the holders of which are eligible for registration under “A” Class or “A” Special Class with the Central Board of Indian Medicine, Chennai.

AND

(ii)      Must  have  registered  his/her  name  with  the  Central  Board  of  Indian  Medicine, Chennai.

 

(2).  Assistant Medical Officer (Ayurveda):

(i)      HPIM (Ayurveda) or GCIM (Ayurveda) or L.I.M (Ayurveda) or a degree in B.A.M.S. awarded by  any  one  of  the  recognised  Universities  including  Dr.  M.G.R.  Medical University of Tamil Nadu or any other recognised Degree or Diploma in Ayurveda, the holders of which are eligible for registration under “A” Class or “A” Special Class with the Central Board of Indian Medicine, Chennai.

 

AND

(ii) Must have registered his/her name with the Central Board of Indian Medicine, Chennai.

 

(3).   Assistant Medical Officer (Unani):

(i)      HPIM (Unani) or GCIM (Unani) or L.I.M (Unani) or a degree in B.U.M.S. awarded by any one  of the recognised  Universities including  Dr. M.G.R. Medical University  of Tamil Nadu or any other recognised degree or Diploma in Unani, the holders of which are eligible for registration under “A” class or “A” special class with the Central Board of Indian Medicine, Chennai.

AND

(ii)      Must  have  registered  his/her  name  with  the  Central  Board  of  Indian  Medicine, Chennai.

 

Note:  (i) Holders of LIM, or GCIM who are qualified in Integrated Medicine should have registered  their  names  with  the  Board  of  Integrated  Medicine,  Chennai  in addition  to  their  registration  with  the  Central  Board  of  Indian  Medicine, Chennai.

(ii) Candidates  who  have  registered  their  names  in  the  Tamil  Nadu  Siddha Medical Council/Tamil Nadu Board of Indian Medicine are also eligible to apply for this recruitment.

(4)   Assistant Medical Officer (Homoeopathy) :

 

(I)  (1)Any of the Post Graduate Diploma of the Faculty of Homoeopathy   (London) namely: i) F.F. Hom.  (Lond.),  ii) M.F. Hom. (Lond.), iii) D.F.  Hom. (Lond.)  OR  (2)Any Diploma granted  by  the  Calcutta  Homoeopathic  Medical  College  or  D.N.De.  Homoeopathic Medical College  or  the  Prathap  and  Herring  Homoeopathic  Medical  College  or  the Midnapore Homoeopathy  Medical College or the Bengal Allen Homoeopathy Medical College   in   West   Bengal    OR   (3)Government   Diploma   in   Integrated   Medicine (Homoeopathy) awarded  by the Board  of Indian Medicine,  Hyderabad.  OR   (4) Any Degree, Diploma, Licence, Certificate or any other like award conferred/granted/ issued on passing the final examination held by   the   General Council and State Faculty of Homoeopathic Medicine, West Bengal  or  Council of Homoeopathic Medicine, Calcutta, West  Bengal  or  Andhra  Board  for  Ayurveda  and  Homeopathy,  Hyderabad,  Andhra Pradesh or State Board of Homoeopathic System of Medicine, Patna, Bihar or Board of Homoeopathic  system  of  Medicine,  Delhi  or  Council  of  Homoeopathic  system  of Medicine, Trivandrum, Kerala state or  Board of Homoeopathic and Bio-chemic systems of  Medicine,  Madhya  Pradesh,  Bhopal  or  Court  of  Examiners  in  Homoeopathy, Bombay, Maharastra  or State Board of Homoeopathic  system of Medicine,  Lucknow and Agra  University,  Agra  OR  (5)  Diploma  in  Homoeopathy  Medicine  and  Surgery issued to the students of the Homoeopathy  Medical College, Madurai on passing the final  examination  held  by  the  Tamil  Nadu  Homoeopathy  Council  during  the  year

1973-74 or issued to the students of the Government Homoeopathy  Medical College, Chennai by the Director of Government Examinations, Chennai.   OR (6)L.C.E.H. issued by the Homoeopathic  Medical College, Belgaum, Karnataka from June ‘71 to Dec ’71

AND

(II) Candidates  should  have  registered  his/her  name  in  the  Tamil  Nadu  Homoeopathy

Council

 

Provided  that  other  things  being  equal,  preference  shall  be  given  to  those  having working experience  in a Homoeopathy  Hospital  recognized  by  the  Central  or State Government.

(5)   Professor (Homoeopathy):

 

1)       Any of the qualifications in Homoeopathy prescribed  for the post of   Assistant Medical Officer (Homoeopathy), as mentioned in para 4(B) (4) (I) above with or without M.B.B.S.;   and

Professional experience for a period of not less than 10 years of which 5 years should be in teaching capacity in a Homoeopathy Medical College or Institution recognised by the Central or State Government.                                                            (Note (i) under para 2(d) of the Commission’s “Instructions, etc.  to candidates” will not apply).

and

2)      Candidates should have registered his/her name in the Tamil Nadu Homoeopathy

Council.

 

Persons claiming equivalence of qualification should enclose evidence for such claims.

 

Every candidate  should enclose a self certificate in the following form along with his/her application:-

(d)     [For     the     post     of     Assistant      Medical     Officer     (Homoeopathy)     and     Professor

(Homoeopathy) only]:

I am having working experience for a period of ————– in a Homoeopathy hospital recognized by the Central/State Government / I am having Professional experience for a  period  of  not  less  than  10  years  of  which  5  years  in  teaching  capacity  in  a Homoeopathy Medical College or Institution recognised by the Central or State Government.

(i) The existing syllabi for Siddha Medicine paper –I and paper-II have been clubbed together and a single question paper in the said subject will be set in Tamil only.

The  existing  syllabi  for  Ayurvedic  Medicine  paper  –I  and  paper-II  have  been  clubbed together and a single question paper in the said subject will be set in Tamil and English.

The existing syllabi for Unani Medicine paper –I and paper-II have been clubbed together and a single question paper in the said subject will be set in Urdu only.

The existing syllabi for Homoeopathy  Medicine paper –I and paper-II have been clubbed together and a single question paper in the said subject will be set in English only.

(ii) The Syllabi for Siddha Medicine, Ayurvedic Medicine,  Unani Medicine and Homoeopathy

Medicine have been published  in the TNPSC Bulletin No.11, dated 16.05.2001 at pages

962- 966, 747–752, 992-996 and 861 – 862 respectively and are available at Commission’s web site www.tnpsc.gov.in

6. CENTRE FOR EXAMINATION AND THEIR CODE NUMBERS:

(i) Chennai (001), (ii) Coimbatore (002) and (iii) Madurai (010). Candidates  should appear for the examination       at         their                 own expenses.      The               Commission               reserves      the     right     to increase/decrease the number of examination centres and to re-allot the candidates.

 

7. EXERCISING OF OPTIONS:-

 

A candidate who opts for and eligible to apply for the posts of Professor (Homoeopathy) and Assistant Medical Officer (Homoeopathy) should specify the Post Code Nos. in col. 23 of the OMR application  form as per their preferential  order. Otherwise,  if a candidate,  who has not opted for any of the posts, will be first considered for the post of Professor (Homoeopathy), and subsequently for the post of Assistant Medical Officer (Homoeopathy).

 

Selection will be made in two successive stages i.e., (i) Written Examination and (ii) Oral Test in the shape of an interview. Final selection will be made on the basis of the total marks obtained by the candidates at the Written Examination and Oral Test taken together subject to the rule of reservation of appointments. Candidate’s appearance both in the Written Examination and Oral Test is compulsory. A candidate who has not appeared for the Oral Test will not be considered for  selection,  even  if  he/she  secures  in  the  Written  Examination  the  qualifying  marks  for selection.  (For  further  details  please  refer  paragraph   22(b)  of  the  ‘Instructions,  etc.  to candidates’).

 

9. EXAMINATION FEE: Rs.125/-. (For  further  details  refer para  2 under  part  –III of Information Brochure  and  for  Examination  fee  concessions,  refer  para  12  of  the  ‘Instructions  etc.  to candidates’).  Candidates (other than those who apply Online) should inform the Counter Clerk of the Post Office their OMR application Number for obtaining the Postal Receipt.

Physically Handicapped  Persons and Destitute Widows are exempted  from payment of

Examination fee.

 

10.ENCLOSURES TO BE SENT ALONG WITH APPLICATION:-

Candidates   should  enclose  copies  of  all  certificates  (including  evidence  for  Educational Qualification  possessed  by  them  or  their  equivalence)  as  mentioned  in  para  15  of  the Commission’s  ‘Instructions,  etc.  to  candidates’  and  item  25  under  part  –II  of  Information Brochure along with a Postal Receipt to the value of Rs.125/- (Rupees One hundred and twenty five only) pasted in the column provided in the application, unless exemption of fee is claimed. Original Certificates should not be sent. Those applying Online please refer para.13 (D) of this Notification/Advertisement.

 

In addition to the documents specified above, candidates should also send the following:

(1) Copy of evidence for having registered his/her  name with the Central Board of Indian Medicine, Chennai and/or Board of Integrated Medicine,  Chennai / Tamil Nadu Siddha Medical  Council/Tamil  Nadu  Board  of  Indian  Medicine/   Tamil  Nadu  Homoeopathy Council.

(2)  For the Post of Professor (Homoeopathy)- Evidence for having Professional experience for  a  period  of  not  less  than  10  years  of  which  5  years  in  teaching  capacity  in  a Homoeopathy  Medical   College   or  Institution   recognised  by  the   Central   or  State Government.

(3)  A self-Certificate as specified at the end of para 4 (B) of this notification, duly signed by him/her.

 

Applications  received without the attested copies of certificates as specified above will be rejected.

 

Candidates should also furnish the particulars regarding arrest, convictions, debarment or disqualification  by UPSC/State Public Service Commissions,  participation in agitation or any political  organization,  candidature  in  election  for  Parliament/State  Legislature/ Local Bodies etc., if any, in a separate statement along with the application.

 

11.NO  OBJECTION  CERTIFICATE   :  For  details   please  refer  to  paragraph   15(g)   of  the

Commission’s ‘Instructions, etc. to Candidates’.

 

12.CONCESSIONS:   Concessions   in   the   matter   of   age   and/or   fees   allowed   to   SCs., SC(Arunthathiyar  on  preferential  basis),  STs.,  MBCs/DCs.,  BCs(other  than  BCMs),  BCMs., Destitute Widows,  Ex-Servicemen, Physically Handicapped  persons,  discharged and serving temporary  State  Government  employees  below  40  years  of  age,  etc.  are  given  in  the Commission’s ‘Instructions, etc. to candidates’.

 

13. ISSUE OF APPLICATION FORMS: -

A. OMR application form along with an Information Brochure containing general instructions for filling  up  the  application  form,  Commission’s  ‘Instructions,  etc.  to  candidates’  and  an envelope  for  sending  application  can  be  obtained  from  any  one  of  the  HEAD  POST OFFICES or selected Sub-Post Offices (236 Nos.) in Tamil Nadu / Puduchery on payment of Rs.30/-.     (The list showing the  names of Post Offices is available in the Commission’s Website www.tnpsc.gov.in).

B. OMR application forms can also be obtained in person from the sales counter of the office of the          Tamil          Nadu     Public    Service   Commission,                     Omanthoorar      Government      Estate, Anna Salai,  Chennai-600  002,  on  all  the  working  days  upto  5.00  p.m.  (excluding  lunch interval between  1.30  and  2.00  p.m.)  till  the  closing  date,  on  cash  payment  of  Rs.30/-. Application forms will not be supplied to the candidates by Post.

C. Candidates should use only the OMR application form (AD or subsequent series). No other typed or printed or Xeroxed / Photocopy of the application form will be accepted and such application, if any received, will be summarily rejected.

D. Candidates  can  also  avail  of  the  facility  of  applying  Online  on  the  Commission’s  Website www.tnpsc.gov.in. Candidates applying Online should possess and keep ready Postal Receipt for Rs.155/- (i.e. Application fee Rs.30/- and Examination fee Rs.125/-) obtained from any one of the Post  Offices  listed  in Annexure-III to the Information  Brochure before registering  Online. Candidates claiming exemption from payment of Examination fee should possess and keep ready Postal Receipt for Rs.30/- towards the application fee. The Postal Receipt obtained for the payment of Application Fee/ Examination Fee should be pasted in the space provided in the application form. Candidates applying Online shall also abide by the Commission’s instructions laid down in this  Notification  /  Advertisement/Commission’s  ’Instructions,  etc.  to  candidates’  /  Information Brochure.   They should send their applications (i.e. The printout generated from the web site and signed by the candidate) with the Postal Receipt along with attested copies of Certificates so as to reach the Commission’s office on or before the last date for receipt of applications, failing which his/her  application  will  be  rejected.  The  facility  of  applying  Online  will  be  closed  at  5.45.p.m. on  29 -08 -2009.

 

 

14.RECEIPT OF APPLICATION :-

(A)  Candidates are advised to verify the following aspects also before sending their filled in OMR

applications to the Commission’s office:

(i)   Signature by the candidate in ballpoint pen or fountain pen only below the declaration.

Failure to sign will entail rejection of his/her application.

(ii)  Post  Code  Nos.in  column  23  of  the  OMR  application  specified   and  the  Boxes thereunder shaded.

(iii) Columns 11 and 23(a) of the OMR application form need not be filled in.

(iv) Columns 1, 1(a), 3, 4 and column 23 in the OMR application form filled up based on the details available in this Notification / Advertisement.

 

(B)  Filled in applications must be sent to the Controller of Examinations,  Tamil Nadu Public   Service   Commission,    Omanthoorar   Government    Estate,    Anna    Salai, Chennai – 600 002 well in advance so as to reach the Commission’s  Office before

5.45 p.m. on   31-08-2009.
