The government has proposed to establish a national database of academic qualifications to be maintained in an electronic format by a registered depository.
The intoduction of this system is mainly aimed to curb fraudulent practices such as forging of certificates and marksheets. This will be facilitated by online verification. Dematerialised certificates are expected to  ensure reliability of academic qualifications without delay of time and unnecessary expenditure of money. Most pobably the National Securities Depository Limited (NDSL) or Central depository Services (India) Limited would be entrusted with the job of creating and maintaining the academic database.
